New Delhi, January 3, 2014: Prime Minister, Dr. Manmohan Singh today stressed the need for more power generation in the country and said that Government of India has an aim to achieve capacity of more than 27000 MW nuclear power generation in ensuing ten years.
The Prime Minister was addressing the gathering after laying the foundation stone of Global Centre for Nuclear Energy Partnership and National Cancer Institute at village Jasaur Kheri in Jhajjar district today.
Describing the nuclear energy as the reliable source of power generation, Dr. Singh said that India is among those nations which had develop the technology for setting up of nuclear power plants. The country had also achieved the capability for making nuclear fuel.
While stressing the need for adoption of safety measures of nuclear power plants, Dr. Singh said that it is mandatory to ensure safety of material used for nuclear fuel so that the same could not be used by anti-social elements. He also expressed satisfaction over safety measures adopted by India. After the incident of Fukushima occurred in Japan in year 2011, we have taken up many new safety measures in design and management of nuclear power plants. Our safety measures could be matched with best safety measures in the World and efforts in this direction would be continued, he asserted.
The Prime Minister said that Global Centre for Nuclear Energy Partnership would play an important role in ensuring more safety measures for nuclear power plants. When the centre would become fully functional, it would work for discovery and design of safe and sustainable nuclear system. He said that the centre would not only organise seminars and workshops of national and international experts with the objective to develop human resource in nuclear energy sector but would also bring Indian and foreign scientists on a single platform through research and training programmes. Similarly, the centre would also promote Global Nuclear Energy Partnership. We will jointly work with International Atomic Energy Agency and countries like Russia, France and America so as to achieve desired results, added Dr. Singh.
The Prime Minister also thanked the Haryana Government and Chief Minister Bhupinder Singh Hooda for giving extensive cooperation in these projects and said that people of the area would be directly benefited by this project. They would get annual royalty for 33 years apart from compensation for their land. Many projects worth Rs. ten crore would be carried out for benefit of local residents including a girls’ college, a school for children with special needs, development of Bhindwas Bird Sanctuary, healthcare facilities, project to purify saline water and computer training. In addition, a special programme for local youth would be carried out so as provide them technical information in water, energy and environment.
Dr. Singh said that upcoming National Cancer Institute to be set up in AIIMS campus of village Badsha in Jhajjar would be lone such mega health project of the country. It would be developed at a cost of about Rs.2000 crore in coming three and half years. This institute would prove to be a big step in research in cancer in the country and would play a significant role in cancer treatment. He said that National Cancer Institute would have facility of 710 beds, 550 doctors and 2200 nurses.
Speaking on this occasion, Haryana Governor Jagannath Pahadia said that Union government and the State Government have been engaged in the stupendous task of providing world class health services to all sections of the society. He hoped that the National Cancer Institute would prove efficient mean in the struggle of mankind against cancer and other dreaded diseases. He said that National Cancer Institute and Global Centre for Nuclear Research would emerge as role model in healthcare sector. These would prove the commitment of India towards nuclear science that should be used for the benefit and welfare of mankind and other peaceful cause only.
Thanking the Prime Minister Dr. Manmohan Singh, UPA Chairperson Sonia Gandhi for giving two mega projects to Haryana today, Haryana Chief Minister Bhupinder Singh Hooda said that these projects would not only prove beneficial for Haryana but for the entire country. Hooda reminded that Prime Minister Dr. Manmohan Singh during the Nuclear Security Summit held at Washington, USA on April 13, 2010 had announced that a Global Centre for Nuclear Energy would be set up. On the completion of this Centre, village Jasaur Kheri would be a well known place on the international map.
Hooda said that the National Cancer Institute would prove to be a landmark in the area of cancer research in the country and would lessen the deficit of tertiary cancer care in the country. Hooda said that today about 28 lakh people in the country have been suffering from cancer disease and this institute would provide ample opportunities of research and treatment of this dreadful disease. He said that the State Government with the joint cooperation of UPA Government and Union Ministry of Health and Family Welfare has constructed Hospitals, Community Health Centres (CHCs) and Primary Health Centres (CHCs) throughout the State which are providing quality health care facilities to the people.
While highlighting the achievement of the Present Congress Government in Haryana , Hooda said that during the period from 1966 to the year 2005, there was only one medical college in the Government Sector whereas, since 2005, four new medical colleges have been set up in the State. Hooda said that he was working towards developing the Haryana an Education Hub and claimed that in the coming few years, the State would become a education hub of international level where educational institutes of the level of Oxford would set up their campuses. Hooda also referred to the various educational institutes being set up right from Panchkula to Sirsa.
Hooda said that the State of Haryana which was once perceived as a backward State today boasts of its available financial resources owing to the progressive polices of the Congress Government in the State. Hooda said that in the Gohana Shakti Rally organised recently, he has announced gift worth Rs. 3000 crore for about 50 lakh people of the State and the people have started getting the benefit of these announcements from January 1, 2014.
While praising Prime Minister Manmohan Singh, Hooda said that when the global economic meltdown badly affected the developed countries like America, the economic condition of India remained strengthened.
Speaking on this occasion, Union Minister for Health and Family Welfare Gulam Nabi Azad thanked the Haryana Government and Chief Minister Bhupinder Singh Hooda for providing 350 acres of land and said that the OPD of AIIMS-II, being constructed over 300 acres of land at village Bhadsa in district Jhajjar, has already started functioning whereas the foundation stone of the National Cancer Institute (NCI) to be constituted on 50 acres in the same campus has been laid today. This Cancer Institute would be the first ever largest health institute of the country in Government Sector post independence.
While congratulating the UPA Government for its pro-people policies and programmes, Azad said the Union Ministry of Health and Family Welfare has taken a number of significant decisions for providing quality health care facilities to the people of country. He said that today India is the first country where ANM have been appointed at village level. Apart from this 8.75 lakh ASHA workers have been appointed in small and big villages to provide health care facilities to the lactating mothers and new born babies. During the last about ten years of UPA Government, as many as 270 GNM nursing schools have been opened in the country to impart training to nurses, He said that it is the first time in the history of India that as many as 71 Cancer Institutes would be opened in the country. The foundation stone of first NCI has been laid today and 20 State Cancer Institutes (SCI) and 50 Regional Cancer Institutes (RCI) would be set up shortly said Mr. Azad adding that in the coming time all 35 Union Territories and States would have Cancer Institutes.
Member of Parliament Deepender Singh Hooda thanked the Prime Minister for giving utmost support for development of Haryana and said that whenever he demanded any development project for the state, the Prime Minister never denied for the same. He also highlighted the growth story of Haryana and said that all round development had been ensured in the state during last eight and half years.
Taking a dig at INLD-BJP, the MP said that the plan budget of the state was 2200 crore in year 2005 which have now been raised to Rs.28,000 crore. The same was half at present in neighbouring state Punjab. Haryana has the highest annual plan budget in northern India which clearly reflects the growth story of the state. Previous INLD-BJP government had set up only four colleges in their six year rule but present congress government had established 40 new colleges in the state.
While referring to the statement made by INLD leader Abhay Singh Chautala and HJC Kuldeep Bishnoi that their parties would eliminate hooliganism and corruption respectively, he said that those who started politics of hooliganism and corruption now talking about elimination of the same. He question the gathering what is the reason that Haryana farmers are getting sugarcane prices of 301 per quintal, the same was 250 per quintal in Punjab and Rs.240 per quintal in Gujarat. Similarly, Haryana is giving Rs.7500 per month to Anganwari Workers, Gujarat is paying Rs.4200 pm and Delhi is giving Rs.5000 per month. The BJP who claims to be well wisher of ex-servicemen is giving Rs.3100 in Gujarat to recipient of Paramvir Chakra while Hayrana is giving Rs.31 lakh.
