SAD president and Punjab deputy chief minister Sukhbir Singh Badal-led delegation of Sikhs calls on Sushma Swaraj in New Delhi on Saturday.

New Delhi, September 13, 2014: President Shiromani Akali Dal and Punjab Deputy Chief Minister Sukhbir Singh Badal along with a delegation of Sikh leaders today called on Union Minister for External Affairs Sushma Swaraj and demanded that issues of Sikh community residing in United States should also be part of agenda to be discussed with President Barack Obama by Prime Minister Narendra Modi during his proposed visit to US besides seeking his immediate intervention for redrassal of these issues.
During the meeting, Badal asked Swaraj to put this issue on the priority agenda of Prime Ministerial visit to US. He demanded that there was need to take a sympathetic view on the issue of asylum seekers who sought political asylum in foreign countries either due to economic reasons or during 1984 or militancy era. He asked External Affairs Minister to grant Travel Documents and VISA to them besides allowing them to apply for Indian Citizenship as the case may be without delay. Last 10 years of Congress-led UPA government at the centre have miserably failed to address any issues concerning Sikhs, he said.
Badal also took up the issue of 41 Indians abducted and held captive in Iraq and took an update from the External Affairs Minister on the their status and efforts being made by the Government of India to free them as soon as possible.
Highlighting the issue of racial attacks on Sikhs in different parts of the world, Badal stressed on the need to sensitise all officials in Indian Missions abroad to take up issues concerning Sikhs asking their respective governments to initiate campaigns for sensitizing their security agencies, police and spread overall awareness about Sikh people and Sikh religion. He said that there was a need to launch social campaigns by Indian Missions abroad about Sikhs and documentaries, films, and information on social media and other traditional media be released to increase awareness about Sikhs.
He also laid emphasis on the need to take up the issue of Indian farmers in Georgia. He asked External Affairs Minister to take up the issue immediately with the Georgian government at diplomatic level. “A number Punjabis were invited by Georgia to own farmlands in Georgia a few years back. These Punjabis bought the land in Georgia and were doing farming there. Every year, these Punjabis come back to India for holidays but for the last six months they are not being given VISA by Georgia and their land is being confiscated”, he added.
Sushma Swaraj, External Affairs Minister assured Badal that the issue of political asylum seekers and also the blacklisted shall be considered sympathetically at the top priority and also the government’s top priority was to free all the abducted persons who are held captive in Iraq. She also assured that efforts would be made to sensitise foreign missions abroad about Sikhs and the situation in Georgia be handled amicably.
Later talking to media, Badal demanded that Government of India should de-list persons who have never indulged into any extremist activities or violence and went abroad on economic reasons. He said that a number of persons who were dubbed as the sympathisers of extreme religious sentiments and were blacklisted and banned from entering India, over the decades, such persons have not been allowed to visit India again to meet their relatives or see their land.
Member Rajya Sabha Naresh Gujaral, Former Union Minister Balwant Singh Ramoowalia, President DSGMC Manjit Singh GK and General Secretary Manjinder Singh Sirsa were also part of delegation.

Punjab--Subsidiary health centres are facing dearth of funds, medicine

A view of the Subsidiary Health Centre at village Piareana near Ferozepur is in a dilapidated condition and Dr. Nikhil Gupta, Rural Medical Officer.

Ferozepur, September 15, 2014: The Subsidiary Health Centre at village Piareana near Ferozepur is in a dilapidated condition. Centre which is being run by Zila Parishad, provides health services to five villages but has nothing to offer the poor aspirants in reality.
The centre is surrounded by elongated wild grass, fallen boundary wall and cement is coming cracking off in the rooms. The dampness of rainy water in the complex can be seen with open eyes. Dr. Nikhil Gupta, Rural Medical Officer appointed at this SHC has nothing to boast except his integrity and desire to treat poor and needy.
Dr. Nikhil Gupta said that at present there are 44 SHC in the district in which only 30 stations have qualified doctors. The rest are working with the support of Pharmacists who are appointed there and there are places where class IV employees are providing medicine. In each SHC, the sanctioned posts is of one RMO, one Pharmacist, one Class IV employee on the cadre of Zila Parishad under Panchayati Raj Institution (PRI) Scheme while one ANM is posted by the Health Department.
The visitors to the dispensary are very limited; say 10 to 15, due to lack of facilities and medicines available.  However, the educated class in the rural areas does visit the doctor for getting the expert opinion or getting a prescription for purchase of medicine from the market. People come from Basti Piareana, Dhindsa, Uggo Ke, Badhni Jaimal Singh and Kamagar besides Piareana come to him for treatment.
He said, due to monotonous nature of job,  there is no exposure to trainings and medical seminars, no opportunities of higher education and the rural medical officers are day by day losing zeal to work in rural areas and the frustration is creeping in this cadre. The doctors are supposed to be updated with latest medical advancements, new drugs and technologies.
On asking about the maintenance of the SHC, he said that sufficient funds for renovation to the tune of Rs.84,000 for each SHC have been received but not utilised.
Dr.Nikhil categorically stated that there is no medicine supply for last two years in rural dispensaries even though there is surplus in nearby hospitals operated by health department. He even showed the stock register with blank entry after February 2013.
Dr. Nikhil said that the government should merge the RMOs in to Health department which will help in removing the dearth of doctors in the health system. If  the rural medical officers should also be used in maintaining emergency services throughout hospitals in Punjab, they will have chance to sharpen their skills and there will be twenty four hours, seven days a week emergency services available in rural areas of Punjab.  Presently, all the 750 doctors in the states look to be underutilised and they can be adequately used in various drug de-addiction programme initiated by the Punjab Government to shun the menace of drugs in the state.
Further sharing his view and personal experience, he said, by taking these dispensaries out of purview of the health department, there is breakage in the chain of health vigilance as neither the field staff co-ordinates with rural doctors, nor there is any co ordination between rural doctors and community health centers.

Author(s):

New Delhi/Chandigarh, September 15, 2014: The Union Food Processing Minister Harsimrat Kaur Badal today announced that union cabinet has approved a unique scheme on enhancement of competitiveness in the Indian capital goods sector for development of specified technologies with budgetary support of Rs. 581.22 crore.
Disclosing this here today She said that the Scheme is first in the series of a number of initiatives under the Prime Minister's vision of "Make in India" enunciated at the ramparts of the Red Fort on August 15 2014. The scheme will be up-scaled based on experience gained and seeks to indigenize large imports.
Adding further Badal said that capital goods or popularly known as industrial machineries are main stay of manufacturing employment and economy of the country and the sector is strategic to "Make in India" initiatives to  promote  local manufacturing.
Mentionably it is one of the oldest industries in the country. The size of the industry is about Rs 300,000 crore per annum of which more than Rs 1,85,000 crore are produced in India and about Rs 1,15,000 crore is imported.
Union Minister informed that more than 80% units are in Small & Medium Enterprises and they have limited capabilities to develop newer technologies. The Government intervention was needed as it considers that the technology was the Achilles Heel of the sector.
She said that these technologies were mostly suffering from commercial embargo and this development was proposed with the help of IITs and other similar institutions. "To reduce cost of conversion, common facilities like testing, development and industrial area are also proposed", she added.
Badal said that the Scheme with a proposed outlay of   Rs.930.96 crore  aims to increase competitiveness of the Indian Capital Goods Sector through development and acquisition of latest technologies, setting up of infrastructural  facilities like common engineering facility centers, sector specific integrated   industrial facility centers and test & certification center.
She further added that on successful implementation of this scheme it will boost development of indigenous technology and manufacturing, cost competitiveness, reduction in import, augmenting in exports and employment generation.
Union Minister asserted that scheme is a first step in the larger journey of global competitiveness, particularly for our small scale sector, which is the back  bone  of  manufacturing economy  and a large employment provider over 1.5 million direct. He said that it will also benefit small scale industry of Punjab that was struggling due to the imports from China.

Spirit of Delhi

New Delhi, September 15, 2014: The Lalit Kala Akademi is celebrating its 60th anniversary celebrations. The year-long celebration was inaugurated by Minister of Culture Shripad Naik on 5 August 2014. The Lalit Kala Akademi, National Academy of Art, New Delhi was set up by the Government of India as an autonomous body on 5 August, 1954. It was established with a strong focus on artistic excellence and to bring the cultural identity of the nation to a luminous focus. It emerged as the principal establishment of culture that focuses on Visual Arts and its many splendoured forms. The ‘Spirit of Delhi’ is an event part of the 60th anniversary celebrations that celebrates the city not only as the political hub but also the cultural capital of the country. The exhibition and calligraphy workshop was inaugurated on 15 September 2014 by Satish C. Mehta, Director General ICCR. The exhibition consists of paintings from the Lalit Kala Akademi's collection, photographs by the renowned photographer Padmashree Raghu Rai, poetry paintings by Abhay K and Tarshito, rare photographs from archives of Ambedkar University, Archaeological Survey of India, Delhi Archives, Delhi Institute of Heritage Research and Management and National Museum. The exhibition will be on view till 27 September 2014. A seven day long calligraphy workshop will explore different scripts like Gurumukhi, Urdu, Devnagri, Persian and will run until 21 September 2014 at the Lalit Kala Akademi, a book counter on Delhi will also be a part of the show.'Delhi is 'Dehali', i.e. 'threshold', 'gateway', glorious etymological truth of thecapital of India, deeply embedded in its samsaric imperial heart and trivial bureaucratic self-images and centrist complacency, likely to be quite drowned in the flood of five-star freebooting now overtaking it. But in its occult and occasional unfallenness, what is Delhi, a threshold, a gateway, to? Let us supplicate its ancient King and Queen, Yudhishtira and Draupadi for an answer. The Delhi (all right, Indraprashtha) that they had fought for and won...was certainly a gateway to samrajya, imperial power. But Delhi...is also a threshold to the Himalaya...the samrajya of eternal wisdom...Dehali ki jai! '- Ramachandra Gandhi .
To the uninitiated, the metropolis of Delhi seems like a patchwork quilt, characterised by heterogeneous fragments of communities, mohallas and nagars. The contemporary city is shaped as much by the unabashed pursuit of power, as it has been paralleled by an explosion in size and scale. Today, though Delhi is a city “on the make”, there remains something more to it that if seen closely, may be connected to a time when Dilli was a city with a different ethos. What therefore makes the Spirit of Delhi remarkable is its ability to learn to endure, and show how amidst its diverse colonies and corners, lives and livelihoods remain the sources of creative energy. The historical photographs and images at this exhibition help us to see how the city of Delhi, marked by multiple life-worlds, has been many things to many people. As such we can see how images are involved in both constructing and representing ‘reality’. The images demonstrate their value in evoking narratives, as historical documents, as well as, for a continuing study of the passage of time. Many of the visual images here function as documents recording and recalling original events, or they may become art objects in their own right. Even then, images of the past tend to make more sense when contextualised by those of the present. The images created from within the city create an imaginative narrative space. A process of temporality ensues, where the past is constantly made present in order to gain access to a deeper sense of events and spaces. The coming together of poem and image, their drawing apart and resumption of mutual approach, the things they invoke together and separately: we savour all these moments of aesthetic experience in a painting in which Abhay K and Tarshito collaborate to evoke the spectral yet palpable histories of Delhi, as well as its vibrant, insistent, kaleidoscopic and paradoxical present. This exhibition draws attention to the multiplicity of everyday life that has always existed in the city – moving as it does from the colonial eye to the ‘commoners’ gaze. Despite the priority of the colonial political class to provide an urban form to their imperial vision, rather than create a city around the historic identity of Delhi, the images in this collection give an indication of the ‘everyday’ city of the times. Community life, and its social, cultural, economic and political extensions, forms the subject of some of these images, and in the process simultaneously represent a singular version of time and space, while challenging that very representation.

Punjab Bank Employees Federation Ludhiana observe All India Day

Members of Punjab Bank Employees Federation Ludhiana on Monday observe All India Day.

Ludhiana, September 15, 2014: As per the decision of All India Bank Employees Association, it has been decided to unleash campaign and agitation programmes against the fast emerging attacks on the banking industry. Punjab Bank Employees Federation (Ludhiana) today observed All India Day and held a massive demonstration in front of State Bank of Patiala, Zonal Office, Ludhiana. Com. Naresh Gaur, Secretary and Com. Pawan Thakur, President, Punjab Bank Employees Federation (Ludhiana Unit) addressed the bank employees.

While addressing the bank employees, leaders of the Federation said that various attempts of the Government and the RBI to push through banking reform measures in one way or the other are being made.  The basic idea is to dilute and dismantle public sector banking and boost up private sector banking.  These offensives are going on for the past two decades and from AIBEA and AIBOA we have been consistently fighting against such machinations.  “We have been able to build up intensive campaigns, agitations, struggles and strike actions against all these measures”, they said, adding, “We can also legitimately feel proud that due to all these persistent efforts, the speed with which these reform measures were proposed to be implemented, could not be of such dimension as planned. But we know that the Government is on their heels to somehow get their agenda implemented.”

They added as expected, the present BJP-led NDA Government at the centre is pursuing the same policy.  In their election manifesto also, they have said that they would pursue the banking reforms further.  “We have observed in their recent Budget that the Government wants to go ahead with further privatisation moves by allowing more private capital by not allocating any funds for capitalization”, they said, adding the Government has also announced their proposals for merger of PSBs.  Already RBI has announced its scheme for granting licenses to corporates and industrial houses. Further RBI has announced their Guidelines on setting up of Small Private Banks and Payment Banks.  Thus there is a concerted attempt to hand over our banking sector more and more to private hands. In this background, it was been decided by AIBEA and AIBOA, we should fight back these attacks and offensives.  Anti Merger Day was already observed on 26th August, 2014 through demonstrations, rallies etc.

DEMANDS

o             STOP LICENSE TO START LOCAL AREA SMALL PRIVATE BANKS

o             STOP LICENSE TO START PAYMENT BANKS

o             OPEN MORE BRANCHS OF PUBLIC SECTOR BANKS

o             EXPAND AND STRENGTHEN PUBLIC SECTOR BANKS

Dr. Navdeep Singh - Head of Chemotherapy Department addressing media persons at Amritsar on Tuesday.

Amritsar, September 16, 2014: People and medical fraternity from across the globe celebrate September as ‘Prostate Cancer Month’ and 22nd September is celebrated as World CML Day. This is to create awareness about the causes and encouraging people to change their lifestyle to stay away from this life threatening hazard of prostate cancer and CML.
Taking initiative to inform more and more citizens about Prostate Cancer, Cancer specialist team of Fortis Escorts Hospital Amritsar; which includes Dr Navdeep Singh - Head of Chemotherapy Department and Dr Suresh Bhagat - Head of Urology Department organized an informational session to shed light on the issue of Prostate cancer and CML. Prostate cancer arises from prostate gland and Dr. Navdeep adds that, prostate is not a nutshell but a bombshell. Also present on the occasion was Dr. H.P. Singh - Medical Director of Fortis Escorts Hospital Amritsar.
Talking to media persons, Dr. Navdeep explained about the symptoms and detection of prostate cancer. Dr Navdeep Singh said, “Prostate Cancer is amongst top 5 cancers in Punjab. It’s still a prevalent misconception in the society that this cancer is incurable and the patients don’t live a normal lifestyle after treatment. The only issue remaining now is to make people aware of the importance of early detection of the disease so it can be treated effectively. Every male should get a PSA done at the age of 40 for early detection.”
Also, 22nd September is approaching fast and it is a BIG day in the history of Cancer world . It is World CML day. CML means chronic myeloid leukaemia . It is a deadly blood cancer. 20 years back CML was incurable but now it is curable. Yes, Curable. Dr. Navdeep further added, “CML is curable and that too with a simple method. Patients just have to take a pill everyday. This is a scientific fact and pill’s active salt is Imatinib. Let's spread this message to public on 22nd September so the more people can be made aware of the fact that a pill a day keeps CML away. Also, keep a check on CML by getting 3 monthly blood test called PCR. PCR means polymerase chain reaction, but, to me it means Police Control Room for CML control.”
Dr Navdeep further explained that, "Prostate cancer occurs in males at about 50 years of age. The symptoms include dribbling (inability to control the release of urine from bladder) or increase in frequency of urination, inability to control urination and low back pain. The cancer is curable if detected at early stages. It is advised to take good amount of red vegetables especially tomatoes; in any form as raw tomatoes, tomato juice etc; as they have Lycopene, which is an anti-cancer agent.”
Finally, Dr. Navdeep Singh concluded by saying “Let’s make India free of prostate cancer and CML and spread this message of early detection to your family, friends, neighbors, colleagues and peer group. I advise people that they make changes in their lifestyle, avoid obesity by developing an exercise routine in daily schedule.” He further added that every son should gift his father; his real life hero; a PSA test every year after the age of 50 to help in early detection of the prostate cancer.
